The Council of State Governments (CSG) Justice Center is a national nonprofit organization that provides practical, nonpartisan advice and consensus-driven strategies, informed by available evidence, to increase public safety and strengthen communities. In general, the CSG Justice Center works closely with legislative leaders, judges, prosecutors, defense attorneys, victim advocates, and others to develop consensus on various, often highly politicized, criminal justice issues and to translate this consensus into comprehensive reports, policy briefs, state and federal legislation, model policies, and innovative programs. The CSG Justice Center not only develops written and web-based materials, but also provides on-the-ground technical assistance to policymakers and practitioners from multiple systems (corrections, mental health, housing, etc.), in state and local jurisdictions.

JOB SUMMARY

The project manager will be responsible for conceptualizing, planning, and managing technical assistance to states and counties that are implementing policy and practice changes to improve outcomes for youth in contact with the juvenile justice system. The project manager will be responsible for overseeing the staff providing technical assistance to federal Department of Justice grantees as well as other technical assistance initiatives, and will serve as the direct point of contact for external partners including the Department of justice, other funders, technical assistance partners, and state and local officials. Key project tasks include the in-depth analysis and assessment of relevant administrative and legislative policies, programs and services, and practices for supervising and serving youth in the juvenile justice system; coordinating and leading teams conducting on-site assessments of state and local policy and practice; identifying opportunities and challenges for system improvement; the development and delivery of specific recommendations for policy and practice change; and supporting grantees to implement system improvements with fidelity to the research and high quality.

ESSENTIAL DUTIES & RESPONSIBILITIES Specific responsibilities of the project manager include, but are not limited to, the following:

  • Conceptualize, design, implement, and manage technical assistance initiatives to help state and local agencies to adopt and effectively implement what research shows work to improve outcomes for youth and young adults in the juvenile justice system.
  • Manage a small technical assistance team and coordinate and oversee their work and ensure timeliness and high quality.
  • Serve as the direct point of contact for high level officials from state and local agencies and provide them with advice, guidance, resources, and connections to national experts and peers to facilitate their system improvements.
  • Support the strategic development of new and current technical assistance initiatives, including proposal and budget development, funder and partner outreach and management, and the development and refinement of project descriptions, work-plans, and communication materials.
  • Support the development, writing, editing, and dissemination of technical assistance products and tools that highlight strategies, lessons learned, and examples from the field that are central to improving outcomes for youth.
  • Foster new and maintain existing relationships and coordinate closely with external partners, such as the U.S. Departments of Justice and Labor, funders, partners, and state and local leaders to advance project goals.
  • Support coordination and collaboration amongst the juvenile justice team as well as between the juvenile justice team and other parts of the Justice Center, including the integration of new strategies, knowledge, and tools into technical assistance and distance learning mediums.
  • Contribute to the development of CSG Justice Center website content, and strategize with staff and technical consultants on ways to use the web to promote technical assistance goals.
  • Monitor timelines, budgets, and deliverables to ensure that responsibilities to funders are met in assigned project areas.
  • Research new funding opportunities, write grant proposals, and serve as a resource to funding agencies and organizations.
  • Identify and engage new contacts in the field to serve as formal or informal project consultants or partners.
  • Ensure that senior staff and, when applicable, CSG Justice Center colleagues, consultants, and funders are aware of relevant project developments and that other work in the field is leveraged for the advancement of project goals and the overall juvenile justice program.

SKILLS & ABILITIES

  • Technical assistance, engagement, facilitation, and relationship management skills;
  • Demonstrated success working in the justice technical assistance arena and/or operational experience in a juvenile justice agency;
  • Strategic planning and project development and management skills;
  • An analytical mind and ability to assess and synthesize an array of information;
  • Writing and editing skills;
  • Strong oral communication skills, including the ability to effectively distill and present complex information in a concise way as well as organize and facilitate high level meetings;
  • Excellent interpersonal skills, including maturity, an ability to work independently and in a team setting, and a sense of humor;
  • Efficient, organized work style, and an ability to prioritize quickly and confidently and manage multiple deadlines;
  • Willingness to travel up to two or three times per month.

EXPERIENCE REQUIREMENTS

At least six years of technical assistance, project management, policy analysis, or operational experience in the field of juvenile justice or youth service field.

EDUCATION REQUIREMENTS

A bachelor's degree (required) and a graduate degree in a related field, such as law or public policy (preferred).
