The Council of State Governments (CSG) Justice Center is a national nonprofit organization that provides practical, nonpartisan, research-based strategies and tools to increase public safety and strengthen communities. The CSG Justice Center works closely with government executives, legislative leaders, judges, prosecutors, defense attorneys, victim advocates, and others to develop consensus on criminal justice issues and to translate this consensus into comprehensive reports, policy briefs, state and federal legislation, model policies, and innovative programs. The CSG Justice Center produces original research, develops print and web-based materials, and provides on-the-ground technical assistance to policymakers and practitioners from multiple systems (corrections, behavioral health, housing, etc.) in state and local jurisdictions.

Job Title:  Division Director-Human Resources

Reports to:  CSG Human Resources Director

Location:  New York, NY 

Job Summary 

The Human Resources Division Director will serve as a key member of the CSG Justice Center's leadership team.  The Human Resources Division Director will develop and implement strategic and functional HR initiatives and support key human resources functions in the areas of benefits, diversity and inclusion, employment law compliance, employee relations, HR policy administration, performance management, recruiting, staffing, succession planning, and training & development for the CSG Justice Center.

Essential Duties and Responsibilities 

  • Provides effective and inspiring leadership by being actively involved in programs and services related to human resources. Directly connect with CSG Justice Center employees at all locations on a regular basis via face to face interaction, phone conversations and periodic HR/employee meetings.
  • Partners with leaders within the CSG Justice Center to research and introduce best practices and new technologies for additional service offerings and improvements to HR practices.
  • Supports headquarters HR staff with development, implementation and administration of CSG HR policies, processes and procedures.
  • Ensures that CSG Justice Center processes and practices provide protection to the organization in all areas including equal employment opportunity, employee relations, benefits, compensation, diversity and inclusion and protection from harassment and discrimination.
  • Serves as employee relations representative for all CSG Justice Center personnel by assisting employees at all levels with work related matters including but not limited to: benefits, compensation, leaves of absence, workers' compensation, career development, performance management, employee relations counseling and grievances.
  • Develops and manages Justice Center HR budget.
  • Maintains HRIS records, conducts exit interviews and assists in maintaining compliance with federal and state employment laws.
  • Collaborates with headquarters HR staff to conduct internal investigations and recommends appropriate action based on legal considerations and CSG HR policies.
  • Advises and coaches CSG Justice Center managers and supervisors in the execution of HR best practices and CSG HR policies.
  • Leads ongoing employee relations activities for CSG Justice Center employees.
  • Directly supervises CSG Justice Center HR support staff.
  • Partners with CSG Justice Center leaders to implement strategic recruitment, talent management and succession planning strategies focusing on equity, diversity and staff development.
  • Develops relationships with external business partners such as universities and governmental agencies to market the CSG Justice Center as an employer of choice for criminal justice professionals.
  • Identifies sourcing locations (job boards and career websites, universities, etc.) to attract top criminal justice professionals.
  • Collaborates with CSG Justice Center hiring managers to develop and write job descriptions.
  • Collaborates with CSG HR Director and headquarters HR staff to appropriately classify positions within the CSG compensation and classification system.
  • Prepares and administers CSG Justice Center job postings through applicant tracking system.
  • Coordinates with hiring managers to schedule and conduct screening and onsite interviews with top candidates.
  • Oversees onboarding and new hire orientation process including completion of all new hire documentation and benefits review and enrollment. This includes collaborating with CSG headquarters HR and payroll staff to complete all documentation in a timely manner.
  • Administers and tracks performance management and annual review process for CSG Justice Center.
  • Identifies CSG Justice Center staff training needs and works to coordinate, develop and administer training. 

Skills and Abilities 

  • Possesses the ability to make sound business judgments and decisions considering the relative costs and benefits of potential actions.
  • Possesses good interpersonal skills and the ability to relate to individuals at all levels of the organization.
  • Excellent knowledge of benefits programs including insurance and retirement plans.
  • Possesses verbal and written communication skills are required to effectively communicate with internal and external customers.
  • Possesses the ability to write reports, business correspondence, and procedure manuals.
  • Possesses the ability to effectively present information and respond to questions from management, staff, members, clients, customers, and the public.
  • Possesses strong leadership, organization and decision making skills.
  • Possesses the ability to maintain confidential information.
  • Demonstrated expertise in Microsoft Word, Excel, and Outlook.
  • Experience with electronic applicant tracking systems, HRIS and payroll software. 

Education and Experience Requirements 

  • Minimum of 10 years' experience in a human resources management role.
  • Demonstrated experience in employee relations, compensation, training and development, recruiting and staffing, building collaborative working relationships, and implementing performance management systems.
  • Experience with multi-state locations preferred.
