The Council of State Governments (CSG) is the nation's only organization serving all three branches of state government. CSG is a region-based forum that fosters the exchange of insights and ideas to help state officials shape public policy. We are currently seeking a Deputy Director, Center of Innovations at our Lexington, KY national headquarters office.

JOB SUMMARY

Assist the CSG Chief Public Policy Officer (CPPO) with the development and oversight of initiatives and programs designed to enhance CSG member jurisdictions' ability to achieve excellence in governing. Provide thought leadership to support the CPPO in making CSG effective and relevant in providing cutting edge research, convenings, assistance with creating relevant and impactful partnerships, programs and services that provide state officials with the information and insights necessary for understanding complex public policy issues and challenges to better govern in the states. Lead team members and manage resources effectively to create real value for CSG member jurisdictions. Grow a diverse portfolio of funding partners including federal agencies, foundations and other key organizations to advance member resources. Provide strategic oversight for proposal and project development, personnel and budgets. Work closely with the CPPO to manage the day to day operations with a focus on effectively improving outcomes to advance the mission and values of CSG.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Supervise and lead a diverse team of creative public policy professionals capable of positioning CSG as the "go to" resource for state officials on specific public policy issues. Mentor, support, collaborate and guide the team to create and foster a professionally satisfying and innovative work culture.
  • Support the CPPO to lead and advise on projects and programs to achieve promised outcomes in a timely manner with a strong and unwavering commitment to integrity and excellence in every aspect of the work.
  • Develop and maintain effective internal communications systems within Center of Innovation (the Center) and encourage cooperation and cross-fertilization between other CSG departments, regions and affiliated organizations.
  • Lead and participate at meetings with policymakers, funders and other stakeholders.
  • Convene CSG stakeholders for conversations to determine priorities and leverage resources to effectively address the priorities identified.
  • Leverage the strength and mission of CSG to identify and build strong relationships with funding partners to support CSG public policy projects and programs.
  • Lead and coach team members to write, monitor, submit and track grant proposals with guidance and support from the director.
  • Successfully manage a diverse stream of funding sources and serve as a good steward of funds awarded to the Center.
  • Adherence to all requirements imposed by law and funders to ensure full compliance with all laws, regulations, contractual terms and CSG policies and procedures.
  • Communicate effectively with colleagues, funders, board members, consultants, and partner organizations and other stakeholders.
  • Identify how states can enhance public policy outcomes and better utilize resources to achieve more.
  • Curate the work of other organizations and partners to provide CSG member jurisdictions with cutting-edge understanding of public policy issues.
  • Lead and coach team members to prepare excellent written materials and reports with well researched conclusions and recommendations.
  • Provide excellent project management for all Center programs, products, services and initiatives to include serving as the liaison to other departments.
  • Collaborate and consult with colleagues throughout CSG to seamlessly deliver programing and efficiently use resources to advance CSG mission.
  • Collaborate with CSG human resources to recruit new staff, ensure effective training/development of staff, and evaluate staff performance.
  • Collaborate with CSG Communications to expand knowledge about the work of the Center.

SKILLS AND ABILITIES

  • Demonstrated record of success in developing and managing grant proposals, awards and reports for federal agencies, nonprofit and private foundations.
  • Ability to cultivate and maintain effective relationships and partnerships with internal and external partners including CSG colleagues, a myriad of state officials, including high-level executive, legislative and judicial officials, funders, scholars, board members, consultants, partner organizations, leading experts in the field of state policy, private sector representatives and other stakeholders.
  • Ability to interact effectively with diverse people in different contexts and foster equity and inclusion through self-awareness, cultural sensitivity, and valuing others.
  • Ability to design technical assistance/educational programming and the evaluate technical assistance activities.
  • Knowledge of the interbranch, interstate, international and intergovernmental nature of CSG's work.
  • Knowledge of 2 CFR 200 Uniform Administrative Requirements for federal awards.
  • Ability to monitor, analyze, and communicate project financial status with the support of the CSG Finance Department.
  • Ability to mitigate project risks through effective contract development and management with support of the CSG General Counsel.
  • Ability to develop, administer and oversee multiple programs and projects including a portfolio of diverse set of funding streams and budgets.
  • Ability to learn CSG's human resources, accounting and travel policies and ability to effectively adhere to those policies.
  • Ability to effectively present complex information in a concise way to many audiences in a variety of formats: written reports, fact sheets, speeches, presentations, websites, social media, videos and other digital platforms.
  • Ability to manage simultaneously multiple projects and responsibilities with varying deadlines while providing excellent program management and quality service.
  • Ability to discern and communicate patterns from disparate data sets to discover patterns and glean unique insights from the data.
  • Ability to lead, collaborate and support a group of diverse public policy professionals.
  • Ability to maintain confidentiality and handle politically sensitive work.
  • Ability to address issues in nonpartisan and non-polarizing ways.
  • Possess excellent critical thinking, problem solving and communication skills.
  • Ability to exercise the highest ethical standards in all aspects of the work.
  • Availability to travel an average of four to six days per month.
  • Dedication to public service with an unfailing commitment to act with civility, be nonpartisan in performing CSG duties, and be a responsible steward of member and donor funds.

EDUCATION AND EXPERIENCE

  • Bachelor's degree in public policy, public affairs, government or law, political science, public administration, economics or related field. Advanced degree in related field preferred.
  • Minimum five years' experience in external affairs, development, philanthropy and/or public policy development.
  • Demonstrated experience delivering technical assistance.
  • Minimum two years' directly supervising and managing staff and budgets.
  • Demonstrated experience sourcing, securing and financial management of a diverse portfolio of grant awards preferred.
