The Council of State Governments (CSG) Justice Center is a national nonprofit, nonpartisan organization located in four cities across the country with over 100 employees. We combine the power of a membership association, representing state officials in all three branches of government, with policy and research expertise to develop strategies that increase public safety and strengthen communities. The Behavioral Health Team of the Council of State Governments Justice Center is leading the National Stepping Up Initiative to reduce the number of people with serious mental illness in jails. This work is in conjunction with our partner organizations National Association of Counties (NACo) and the American Psychiatric Foundation (APAF.) Over 500 counties have passed resolutions and joined this movement. Additionally, statewide Stepping Up efforts are in place in Pennsylvania, California, and Ohio. Kansas is now joining this list of statewide Stepping Up sites. The state level work is focused on supporting statewide technical assistance and developing policy guidance as to how states and local government can work together to remove barriers and improve services to people with serious mental illnesses and co-occurring substance disorders to divert entry into the criminal justice system.


The Senior Policy Analyst (SPA) will be responsible for conceptualizing, planning, and managing technical assistance to the sites participating in the Kansas Stepping Up Technical Assistance Center. The training includes both broad-based technical assistance such as offering webinars, facilitating peer connections, directing sites to resources and being available remotely for advice and support. The SPA will provide on-site training and technical assistance and may attend local planning team meetings. Additionally, the SPA will be responsible for managing the deliverables under the grant that funds this project, including attendance to meetings, preparing reports and tracking outcomes. The SPA will work directly with CSGJC staff who are administering state level Stepping Up efforts, as well as the Stepping Up team.

 Specific responsibilities of the Senior Policy Analyst include, but are not limited to, the following:

  • Supporting and serving as the project lead for the Kansas Stepping Up Technical Assistance project in coordination with the project manager and other staff and ensure timeliness and high quality of deliverables;
  • Leading development and presentation of broad-based technical assistance, on-site visits and attendance to meetings and events to support the project;
  • Supporting the coordination and collaboration amongst the behavioral health team as well as between the team and other parts of the Justice Center, including the integration of new strategies, knowledge, and tools into technical assistance and distance learning mediums.
  • Fostering new and maintaining existing relationships and coordinate closely with external partners, such as the Kansas Department on Aging and Disability (KDADS) and other Kansas agencies and departments, funders, partners, and state and local leaders to advance project goals;
  • Developing written products, including policy briefs, research memos, and presentations that concisely and clearly describe complex analyses and policy options to policymakers;
  • Collaborating with senior staff to develop long range strategies to guide the Justice Center's Behavioral Health work;
  • Working with wide range of stakeholders focused on state/county government criminal justice technical assistance efforts;
  • Monitoring timelines, budgets, and deliverables to ensure that responsibilities to funders are met in assigned project areas;
  • Researching new funding opportunities and contributing to writing grant proposals;
  • Contributing to the development of Justice Center website content and strategizing with staff and technical consultants on ways of using the web to promote policy goals;
  • Planning and participating in policy-focused meetings of government officials, advocates, and national experts;
  • Identifying and engaging new contacts in the field to serve as formal or informal project consultants or partners;
  • Ensuring that senior staff and, where applicable, Justice Center colleagues, consultants, or funders are aware of relevant project developments and that other work in the field is leveraged for the advancement of project goals;
  • Supervising program assistants and associates where appropriate;
  • Participating actively in staff discussions and strategic planning meetings.


  • Demonstrated success in technical assistance, engagement, facilitation, and relationship management skills;
  • Strategic planning and project development and management skills;
  • Demonstrated knowledge of criminal justice policy and behavioral health policy
  • Excellent research, writing, and editing skills and an analytical mind;
  • Experience with performance measurement, research/evaluation, and data analysis;
  • Demonstrated experience in policy formulation, analysis, advocacy, research or the like;
  • Strong oral communication skills, including the ability to effectively distill and present complex information in a concise, accessible way;
  • Excellent interpersonal skills, including maturity, an ability to work independently and in a team setting, and a sense of humor;
  • Efficient, organized work style, and an ability to prioritize quickly and confidently and manage multiple deadlines;
  • Willingness to travel, occasionally several times per month. 


At least five years of technical assistance, project management and policy analysis in combination with work experience in the intersection of criminal justice and behavioral health. Desired knowledge of the Stepping Up Initiative and experience in managing implementation of Stepping Up framework. Knowledge of Kansas state and local criminal justice and behavioral health systems. 


Bachelor's degree in a related field, such as public policy, public administration, non-profit management, business, or law. Advanced degree preferred.
