What we're doing: 

The Behavioral Health Division works with jurisdictions nationally to improve outcomes for people with mental illnesses and substance use disorders who come into contact with law enforcement and the criminal justice system. This includes through the Training and Technical Assistnace program which works to engage, support, and guide grantees across over 100 jurisdictions in the United States, to adopt and implement evidence-based interventions to reduce recidivism, and improve outcomes, for people with behavioral health conditions in the justice system.

How you'll fit in: 

The Deputy Program Director, Behavioral Health, serves as an integral member of the Justice Center's Behavioral Health Division. The Deputy Program Director is responsible for leading the Justice and Mental Health Collaboration Program (JMHCP) training and technical assistance and projects that help communities address challenges at the intersection of behavioral health and the criminal justice system. The Deputy Program Director will help to design and implement strategies to advise and guide communities and criminal justice agencies in their response to people with mental illnesses, substance use disorders and co-occurring mental illnesses and substance use disorders. This position will lead quality assurance, training, and oversight efforts to support the 130 active JMHCP grantees. This involves supporting project managers and TA coaches to conduct qualitative and quantitative analyses of systems (programs, policies, and practices), and provide policy and practice recommendations to criminal and juvenile justice and behavioral health agencies. The Deputy Program Director also assists in overseeing, supervising, and directly providing technical assistance to federal grantees and other communities. The Deputy Program Director oversees the work of a team of project managers for TTA and TA coaches; the position reports to the Behavioral Health Division Director.

 What you'll do:

Specific responsibilities of the Deputy Program Director include, but are not limited to, the following:

  • Oversight for Justice and Mental Health Collaboration Program training ang technical assistance (TTA) provision for U.S. Department of Justice (DOJ) grant programs, focused on courts, diversion, law enforcement, pretrial, reentry programs and systems level planning for adults and youth with co-occurring mental illness and substance use disorders;
  • Mentor junior staff (direct reports and other staff in the Division), namely build staff capacity to take on day-to-day management of DOJ TTA awards and ensure the quality of TA provided;
  • Monitor timelines for project deliverables to ensure that responsibilities for thawarded grantes are met;
  • Coordinate, participate in, and document on-site and off-site technical assistance in jurisdictions across the country;
  • Provide content knowledge across grant programs on behavioral health and criminal justice issues;
  • Play a lead role in developing training materials for TTA coaches, implementing standardized training processes, and providing support across the grant tracks to answer questions and trouble shoot issues;
  • Provide guidance, structure and support to TA coaches on the development of a detailed plan to highlight grantee TTA and highlight the work of grantees;
  • Oversee contract execution for JMHCP TTA subawardees;
  • Directly supervise the category 3 project manager and TA staff as needed, overseeing and providing direction for their TTA and project work and their professional development, and help manage their workloads and to prioritize tasks;
  • Develop to strategy and content, and oversee the planning for JMHCP Conference, grantee summits, and other meetings, including assigning staff leads, drafting/advising on agendas, presentation materials, and other planning activities;
  • Oversee the development of peer learning opportunities including JMHCP Learning Communities, connecting them to Criminal Justice-Mental Health, Mental Health-Law Enforcement learning sites, Stepping Up innovator counties, past and current JMHCP grantees, and other advanced jurisdictions;
  • Develop recommendations on performance measurement, liaise with BJA and their contractors on the Performance Measurement Tool (PMT);
  • Play a lead role in working with the Division Director, to identify potential contract and philanthropic prospects, develop scopes of work and proposals (federal and philanthropic), and market our programs and services to potential funders;
  • Work with a wide range of stakeholders focused on county government, law enforcement, criminal justice, and behavioral health technical assistance efforts;
  • Synthesize complex qualitative and quantitative information on local policies, programs, practices, and outcomes and create clear, accessible, actionable takeaway reports;
  • Contribute to the development of Justice Center website content, and broad-based reports, resources, or presentations relevant to a national audience to promote specific policy goals;
  • Plan and participate in policy-focused meetings of high-ranking government officials, advocates, and national experts;

  • Ability to market the Justice Center's work in multiple audiences and potential funders;
  • Strong active listening skills and ability to tailor messaging and pitches based on what the audience communicates about their interests and preferences;
  • Efficient, organized work style and an ability to prioritize quickly and confidently and manage multiple deadlines;
  • Effective meeting facilitation and presentation skills; and
  • Experience tailoring messaging effectively to different groups of stakeholders at a local level.

Experience:

  • At least 5-7 years of work experience, ideally in the field of criminal justice and/or behavioral health.
  • Experience working directly advising state or local systems on systems change preferred.
  • Experience with qualitative and quantitative analysis preferred.
  • Experience building a team and setting expectations preferred.
  • Experience supervising and managing staff required at least 3-5 years.

 Education: 

A Bachelors degree (req). A graduate degree in a related field, such as law or public policy or psychology or social work, is preferred.
