What we're doing:

The Behavioral Health Division works with jurisdictions nationally to improve outcomes for people with mental illnesses and substance use disorders who come into contact with law enforcement and the criminal justice system. This includes through the Stepping Up initiative, a national campaign to reduce the number of people with mental illnesses in jails; an effort to increase the number of jurisdictions that implement comprehensive police and mental health collaborations; supporting innovation in state policy to increase the availability of community-based treatment and services designed to reduce recidivism and support recovery for people with behavioral health needs.

How you'll fit in:

The senior policy analyst will work on Stepping Up, a national initiative to reduce the number of people with mental illnesses and co-occurring substance use disorders in jails. The senior policy analyst will support the division's policy work which includes supporting state-wide efforts to support counties' stepping-up initiatives, the development and piloting of a tool outlining key policy changes states can make to support the reduction of incarceration for people with mental health conditions, and other similar projects as they arise. In particular, the state of Pennsylvania will be a focus of this work, including the management of the Pennsylvania Stepping Up Technical Assistance Center and the related training and support for this work. 

The senior policy analyst will work directly with county and state elected officials, criminal justice leaders, and behavioral health stakeholders to assist in their efforts to develop and implement plans to reduce the prevalence of mental illness in local criminal justice systems. The senior policy analyst will also be responsible for supporting analyses of jail and behavioral health data and on existing programs, policies, and practices. The senior policy analyst will provide policy recommendations to counties for reducing the number of people with mental illnesses in jails and contribute to policy recommendations for states on how to assist counties in these efforts. The senior policy analyst will assist with coordinating a team of expert consultants providing on-site and off-site technical assistance; developing policy options; and coordinating politically sensitive meetings with high-ranking local, state, and federal officials, advocates, and experts. 

 What you'll do:

  • Manage the Pennsylvania Stepping Up Technical Assistance Center. Provide technical assistance to sites participating in the Pennsylvania TA Center including broad-based and on-site services. Coordinate with staff leading the Stepping Up initiative and state-based Stepping Up projects. 
  • Plan individual and cohort technical assistance content;
  • Track county technical assistance progress, and analyze and modify technical assistance approach in response in real-time; 
  • Work with a wide range of stakeholders focused on state and county government, law enforcement, criminal justice, and behavioral health technical assistance efforts;
  • Play a lead role in synthesizing complex qualitative and quantitative information on local policies, programs, practices, and outcomes and create clear, accessible, actionable takeaway reports; 
  • Develop written products, including policy briefs, research memos, and presentations that concisely and clearly describe complex analyses and policy options to policymakers;
  • Drive efforts to implement new ideas, creating key steps in the process, decision points for senior staff, and a timeline for completion; Monitor timelines for project deliverables to ensure that responsibilities to funders are met;
  • Contribute to writing grant proposals and developing presentations as needed;
  • Plan and participate in policy-focused meetings of high-ranking government officials, advocates, and national experts; and
  • Ensure that senior staff colleagues, consultants, or funders are aware of relevant project developments and that other CSG work in the field is leveraged for the advancement of project goals.

What you'll bring:

  • Ability to drive and manage new initiatives and projects, from initial conceptualization through to development of sound workplans and implementation of such action plans, coordinating effectively across multiple staff and external partners;
  • Ability to translate local technical assistance needs to inform statewide policy;
  • Ability to work independently and manage multiple deadlines, seeking guidance as needed but requiring minimal day-to-day guidance;
  • Knowledge of local and state criminal justice and behavioral health systems to be able to autonomously deliver technical assistance;
  • Effective meeting facilitation skills and ability to anticipate senior staff, funder, and partner concerns and to structure meetings to account for this and to complete preparation to ensure the success of high-stakes meetings;
  • Excellent research, writing, and editing skills;
  • Strong critical thinking;
  • Strong oral communication skills, including the ability to effectively distill and present complex information in a concise, accessible way;
  • Excellent interpersonal skills, including maturity and ability to work in a team setting;
  • Efficient, organized work style and an ability to prioritize quickly and confidently and manage multiple deadlines;
  • Strong skills in working with the MS Office platform, PowerPoint, Word, and Excel; and
  • Experience tailoring messaging effectively to different groups of stakeholders at local and state levels.

Experience:

Minimum of 5 years of experience in related field, project management, knowledge of criminal justice and behavioral health. Desired knowledge of the Stepping Up Initiative and experience in managing implementation of Stepping Up framework.

 Education:

Bachelor degree (required), Masters degree (preferred)
