We are currently accepting applications for a newly created Research Associate position in our Lexington, KY national headquarters office. 

JOB SUMMARY

The Research Associate provides day-to-day support to ongoing projects including surveys of state policy, data collection and research, responding to research inquiries from state officials, contributing to CSG's online data platforms and writing articles, policy briefs and research reports for CSG's diverse state audience. The Research Associate works cooperatively with CSG's, membership and communications teams as well as regional offices, affiliates and members to monitor understand and share best practices and analysis on today's most pressing state policy issues.

DUTIES AND RESPONSIBILITIES

Responsibilities include, but are not limited to;

Data Collection and Research

  • Research, organize, analyzing and disseminate policy information and secondary data.
  • Format and input data into various CSG data platforms.
  • Design and create graphical representations of data.
  • Perform and assist in legislative and legal research, including the use of Westlaw or Lexis/Nexis.
  • Identifying new and emerging policy trends impacting the states.
  • Assisting policy staff in collecting and analyzing data on a per project basis.
  • Assisting in developing new project proposals and pursuing external funding sources.

Surveys

  • Development:  Create and edit surveys including questions and online/hard copy survey development.
  • Dissemination: oversee electronic surveys, mailings, telephone surveys, etc.
  • Administration: maintain survey schedules, deadlines, and data organization in Microsoft Excel.
  • Analysis: provide descriptive analysis in Microsoft Excel, edit and write survey results for publication.
  • Assist other CSG staff with survey development and dissemination. 

Publications and Writing

  • Develop and write reports and other research products that are highly relevant to policy deliberations and easily understood by the public, media and policymakers, often in collaboration with the Communications staff, external writers and other consultants.
  • Contribute to CSG's key publications: Capitol Ideas, E-newsletters, Capitol Research series and The Book of the States.
  • Assist in the development of marketing tools, including writing and assisting in the writing of blogs, electronic articles, professional participation in various social media tools (i.e. Facebook, Twitter), press releases, etc.

Other

  • Assist in the administration of collaborative projects aimed at addressing the issues of top concern to state officials in one or more states.
  • Interact with national organizations, researchers and national policy experts in carrying out work on collaborative projects.
  • Conduct outreach to state officials, participate in identifying and supporting policymakers interested in state education policies and programs.
  • Conduct relationship management with state officials and policymakers, including legislative and other governmental contacts in all 50 states, DC and the US Territories.
  • Participating in efforts to provide timely policy information to state policymakers, such as online webinars, state visits or through other forums.
  • Perform other organizational duties as assigned. 

SKILLS AND ABILITIES

  • Strong research skills including internet research and personal interviews.
  • Proficient in Microsoft Excel and able to learn additional software programs (developed in-house or off-the-shelf, such as survey evaluation tools or data presentation programs) and new evaluation/analysis techniques.
  • Knowledge of state government, policy issues and programming as well as the state policy development process.
  • Strong writing skills, including policy description and analysis as well as more general writing such as correspondence, memos and articles.
  • Skill and competence to work effectively with a myriad of state officials, including high level executive, legislative and judicial officials.
  • Able to work with leading experts in the state government field including researchers, policy experts, and program providers.
  • Able to work independently and to handle a variety of tasks and assignments concurrently while adhering to specific instructions, technical direction and deadlines.
  • Able to maintain confidentiality and handle politically sensitive work.
  • Strong customer service-oriented commitment.
  • Self-motivated, able to take initiative and see complex tasks through to completion.
  • Experience working collaboratively with multiple partners preferred.

EXPERIENCE AND EDUCATION REQUIREMENTS

  • Bachelor's degree in education, business, public policy or related.
  • Work experience in state government and/or public policy is preferable.
  • Demonstrated experience and knowledge of local, state and/or federal public policy

PHYSICAL REQUIREMENTS ESSENTIAL TO PERFORM THE DUTIES OF THE JOB

  • Frequently communicates with members, partners, sponsors, vendors and visitors in person, via telecommunications or electronically.
  • Frequently answers telephone.
  • Occasionally transports objects weighing up to twenty-five (25) pounds when moving office supplies.
  • Frequently remains in a stationary position.
  • Frequently uses operates the computer.
  • Periodic business travel including travel by car and/or airplane.
