The Council of State Governments (CSG) Justice Center is a national nonprofit organization that provides practical, nonpartisan, research-driven strategies and tools to increase public safety and strengthen communities. The CSG Justice Center works closely with legislative leaders, judges, prosecutors, defense attorneys, victim advocates, and others to develop consensus on various criminal justice issues and to translate this consensus into comprehensive reports, policy briefs, state and federal legislation, model policies, and innovative programs. The CSG Justice Center develops written and web-based materials, conducts complex data analysis, and provides on-the-ground technical assistance to policymakers and practitioners from multiple systems (corrections, behavioral health, law enforcement, etc.), in state and local jurisdictions



The Human Resources Generalist supports key human resources functions in the area of compensation and benefits, recruiting, policy administration, employee relations, employment law compliance and training and development.  The HR Generalist assists in the development of strategic and functional HR initiatives and plays a key role in the delivery of HR programs.



  • Ensures compliance with federal, state, and local employment and benefit laws and regulations.
  • Oversees CSG Justice Center recruiting processes including classification of positions, position postings, resume review and distribution and screening and interviewing candidates.
  • Conducts new hire orientation for all CSG Justice Center new hires.
  • Conduct exit interviews, analyze data, and make strategic recommendations to CSG Justice Center Division Director of HR for corrective action and continuous improvement.
  • Identifies training needs and develops and delivers various supervisor and employee training programs.



  • Assists employees at all levels with work related issues including but not limited to: FMLA, leaves of absence, workers' compensation, benefits, career development and employee relations issues.
  • Conducts internal investigations and recommends appropriate action based on legal considerations and CSG HR policies.
  • Develops, implements and administers internal HR processes and procedures.
  • Recommend new approaches, strategies, policies, and procedures to continually improve Justice Center department efficiency and performance.
  • Coaches managers and supervisors in the execution of CSG HR policies.
  • Maintains HRIS records and compiles reports, as needed.
  • Data collection and recordkeeping for annual Affirmative Action Plan and preparation and completion of annual EEO-1 report.
  • Leads ongoing employee relations activities.
  • Administration and tracking of performance management and annual review process.
  • Maintain Justice Center organizational charts.
  • Performs other duties and projects as assigned.



  • Makes judgments and decisions considering the relative costs and benefits of potential actions.
  • Good interpersonal skills with all levels of the organization.
  • Excellent knowledge of benefits programs including insurance and retirement plans.
  • Possesses verbal and written communication skills are required in order to effectively communicate with internal and external customers.
  • Ability to write reports, business correspondence, and procedure manuals.
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
  • Possesses strong project management, organization and decision making skills.
  • Ability to maintain confidential information.
  • Excellent computer skills and an in-depth knowledge of Microsoft Word, Excel, and PowerPoint.



Minimum five (5) years of human resources experience is required.



  • Bachelor's degree in Human Resources, Business or a related field.
  • Professional in Human Resources Certification is desired.



  • Frequently communicates with personnel, internal and external customers, and managers regarding benefit programs, policy information, and during training sessions.
  • Frequently views the computer to perform administrative duties such as drafting reports, letters, and documents.
  • Frequently remains in a sitting position to perform desk duties.
  • Frequently uses the computer with fingers and hands.
  • Frequently works in a well lit, tempered room.
  • Occasionally walks throughout office to communicate to employees regarding company policies and standards.
  • Seldom lifts objects such as with weight up to 25 pounds such as personnel files or paper boxes.
