The Council of State Governments (CSG) Justice Center is a national nonprofit organization that provides practical, nonpartisan advice and consensus-driven strategies, informed by available evidence, to increase public safety and strengthen communities. CSG Justice Center works closely with legislative leaders, judges, prosecutors, defense attorneys, victim advocates, and others to develop consensus on various, often highly politicized, criminal justice issues and to translate this consensus into comprehensive reports, policy briefs, state and federal legislation, model policies, and innovative programs. CSG Justice Center, not only develops written and web-based materials, but also provides on-the-ground technical assistance to policymakers and practitioners from multiple systems (corrections, mental health, housing, etc.) in states and local jurisdictions.

JOB SUMMARY

The Deputy Program Director will oversee and execute CSG Justice Center's projects to help jurisdictions advance solutions to address housing needs among criminal justice-involved individuals, especially those with mental illnesses and substance use disorders. This position will specifically provide intensive technical assistance (TA) to seven jurisdictions that are serving as pilot sites for the U.S. Departments of Housing and Urban Development (HUD) and Justice (DOJ)'s Permanent Supportive Housing (PSH) Pay for Success (PFS) Initiative. The demonstration sites are assessing the effectiveness of the PSH concept funded via a PFS model for a reentry population that cycles in and out of corrections systems and homeless shelter systems. This technical assistance falls under the CSG Justice Center's purview as the TA provider for the Bureau of Justice Assistance's National Reentry Resource Center (NRRC). The Deputy Program Director will serve as the primary TA provider to the PFS intermediaries, local government partners, evaluators, and service providers through site visits, conference calls, and webinars.

The Deputy Program Director will be responsible for advising and providing strategic direction for other housing-related efforts of the CSG Justice Center. This includes efforts to assist counties to assess/quantify homelessness and housing needs among people with mental illnesses leaving or diverted from jails, and to develop strategies to address those needs. He or she will be charged with more broadly growing the housing portfolio for the Behavioral Health Division over time, as the need for affordable housing among people with mental illnesses who have criminal justice involvement is large and increasing.

 

ESSENTIAL DUTIES & RESPONSIBILITIES

Specific responsibilities of the Deputy Program Director include, but are not limited to, the following:

  • Maintain relationships and coordinate closely with external partners, such as HUD and DOJ, and others to advance project goals;
  • Provide TA to the seven PSH HUD/DOJ-funded grantees, including helping them to design their demonstrations, conduct data matching to identify frequent users of corrections, homeless services, and behavioral health services; design PSH models; specify provider qualifications; develop outcome measures to inform success payments; and identify program costs and financing;
  • Develop a planning framework to assess sites' progress and challenges, and inform individualized TA plans; plan and conduct site visits to HUD/DOJ grantees; and engage in regular communication with grantees via phone;
  • Advise on, support, and help staff other CSG Justice Center technical assistance efforts and initiatives focused on housing and homelessness;
  • Identify themes and linkages across disparate initiatives within the CSG Justice Center's diverse portfolio, and incubate and test new ideas and approaches;
  • Lead the conceptualization and implementation of a project area focused on helping jurisdictions to address housing needs of justice-involved populations;
  • Research and pursue new funding opportunities, write grant proposals, and conceptualize new projects and initiatives for funding agencies;
  • Collaborate with senior staff to develop long-range strategies to guide the CSG Justice Center's work with focus on the Behavioral Health Division;
  • Monitor timelines, budgets, and deliverables to ensure that responsibilities to funders are met in assigned project areas;
  • Plan and participate in policy-focused meetings with high-ranking government officials, advocates, and national experts;
  • Ensure that senior staff and funders are aware of relevant project developments and that other work in the field is leveraged for the advancement of project goals;
  • Supervise staff members and contracts that support this work; and
  • Contribute to the development of CSG Justice Center website content, and strategize with staff and technical consultants on ways to use the web to promote policy goals.

 

SKILLS & ABILITIES

  • An analytical mind and excellent research, writing, and editing skills;
  • Strong oral communication skills, including the ability to effectively distill and present complex information in a concise way;
  • Excellent interpersonal skills, ability to work independently and in a team setting;
  • Efficient, organized work style, ability to prioritize and manage multiple deadlines; and
  • Willingness to travel, occasionally several times per month.

EXPERIENCE REQUIREMENTS

  • At least four years of management, research, or policy analysis experience in the fields of housing/supportive housing, homelessness, and/or criminal justice.
  • Deep knowledge of supportive housing best practices, evidence base, funding streams.
  • Experience with the collection, matching, and analysis of administrative data from criminal justice, homelessness (Homeless Management Information Systems), and behavioral health systems.
  • Experience leading or participating in collaborative planning efforts involving government, non-profit, philanthropic, and private sector partners.
  • Understanding of PFS models and funding mechanisms;
  • Demonstrated success working in meeting funder deliverables; and
  • Experience in fundraising and funder stewardship, including federal grant compliance.

EDUCATION REQUIREMENTS

An undergraduate degree in a related field such as law or public policy required; graduate degree preferred.
